The Tinker(er)

Another fellow spotted by RB of A Balanced View while in Amsterdam. I particularly like the combination of pink shirt and Wellies. The tool kit in the fellow’s front basket would seem to indicate that he is some sort of handyman or tinker, which might explain the boots, right?
